Continue reading »]]> At the meeting of the IISL Board of Directors held at Brighton, United Kingdom, in October 1987, the Board decided to create a standing committee of the Institute to prepare and submit at each annual Colloquium a report on the status of agreements relating to activities in outer space.

Institute members who can contribute substantively to the work of the committee are invited to serve on it. Membership is open to any interested IISL member. The committee members help collect, review and verify data concerning selected space agreements. Agreements of general global applicability or regional applicability are selected for reporting. Bilateral agreements are not included in the report. In general, the agreements included in these reports, and their status, are believed to be valid as of the dates indicated in the respective reports.

This volume contains the proceedings of the 59th Colloquium on the Law of Outer Space held during the IAC in Guadalajara, Mexico in September 2016, as well as the papers presented at the IISL-ECSL Space Law Symposium held on the occasion of the 55th Session of the Legal Subcommittee of the UN Committee on the Peaceful Uses of Outer Space in Vienna, Austria in April 2016, and the report of the 11th Eilene M. Galloway Symposium on Critical Issues in Space Law, held in Washington D.C., United States in December 2016. It also contains the report and best written memorials of the World Finals of the 25th Manfred Lachs Space Law Moot Court Competition.

In this edition, the IISL publishes details of the Annual Awards Dinner which will be held on Thursday 28 September at the Mortlock Chambers, State Library of South Australia (in Adelaide).

On another matter, the IISL needs some help with videography and photography in Adelaide. If you are attending and have some experience with video and or photography, we need your assistance. The Moot Court finals need to be filmed. We also need photos taken during the Awards Dinner. This can be the same person or two different people.

The newsletter contained an extensive report about this year’s Lachs Moot competition and its regional rounds.

The Manfred Lachs Space Law Moot Court World Semi-Finals and Finals will be held Tuesday, September 26 and Thursday, September 28, in Adelaide, Australia on the sidelines of the 68th International Astronautical Congress (IAC).

The World Semi-Finals between the University of Mississippi (USA), the National and Kapodistrian University of Athens (Greece), the University of Pretoria (South Africa), and the National Law School, India University (India) will be held on Tuesday, September 26.

The IISL Board of Directors met for its Spring meeting in Vienna. The 19 participants from 13 countries reviewed the series of successful events in 2016, approved new individual and institutional members (amongst them the European Space Agency and McGill University) and adopted new Rules of Procedure for the General Assembly meetings. It acknowledged with appreciation the President Emeritus’ and the Secretary’s successful effort to provide IISL with the prestigious and highly relevant Consultative Status with UN-ECOSOC.

A background paper was prepared, written by various authors under the overall responsibility of Professor Stephan Hobe, Cologne, Chair of the IISL Directorate of Studies, and presented to the IISL Board of Directors at its session of 26 March 2017.
