The Eilene M. Galloway Symposium on Critical Issues in Space Law (Symposium) has its roots in a 2006 conference and workshop organized by Institute of Air and Space Law (IASL), Faculty of Law, McGill University and International Institute of Space Law (IISL) in cooperation with the Cologne Institute of Air and Space Law, the Leiden International Institute of Air and Space Law and the University of Mississippi National Center for Remote Sensing, Air, and Space Law (Center). On June 28 – 30 of that year the Conference and Workshop on the Policy and Law Relating to Outer Space Resources: Examples of the Moon, Mars, and Other Celestial Bodies Workshop (Conference and Workshop) was held.
At the 2-6 October 2006 International Astronautical Congress (IAC 2006) held in Valencia, Spain, the IISL Board of Directors discussed the Conference and Workshop and how it would be continued. At the same IAC, Ms. Marcia Smith, Dr. Jonathan F. Galloway, and Prof. Joanne Irene Gabrynowicz, the Center Director, discussed hosting a forum to introduce the Conference and Workshop Proceedings to the United States space law community. A planning committee was formed that consisted of Prof. Joanne Irene Gabrynowicz, Ms. Marcia Smith, Dr. Jonathan F. Galloway, Dr. George S. Robinson, and Dr. Eilene M. Galloway. During the planning committee meetings, the Center agreed to host the symposium; the subject matter was selected; the symposium title was conceived by Ms. Smith; and, Dr. Robinson, a member of the Cosmos Club, arranged to have the symposium held there. The Center took the lead on the Washington, DC event and the IISL joined the planning committee through the participation of Ms. Tanja Masson-Zwaan. The Symposium was scheduled for December 11, 2006 during which Dr. Stephen E. Doyle introduced the McGill Conference and Workshop Proceedings. Ms. Tanja Masson-Zwaan, the IISL Secretary, was invited to represent the IISL at the first symposium.
The success of the first symposium was obvious before it was completed. Therefore, the Center set and announced the date for a second symposium during the closing session of the first one. The Center again hosted the second symposium. For the third symposium, the IISL successfully invited Arianespace to co-host. The Center and IISL agreed that they would both publish symposium papers in the Journal of Space Law and the IISL Proceedings. Dr. Eilene M. Galloway was a member of the planning committee for each symposium. Before her passing on May 2, 2009, Dr. E.M. Galloway told Dr. J.F. Galloway and Ms. Marcia Smith that she would like to have the fourth symposium address the peaceful uses of outer space, the subject to which she devoted her professional life. That was, of course, the subject of the 4th Eilene M. Galloway Symposium of Critical Space Law Issues that was held on December 10, 2009.
